It can't be denied that many Filipinos are working in United Arab Emirates (UAE) due to its expats friendly community and the above average salary it offers to professional and skilled workers. Because of this, I have also tried to penetrate its labor market recently though I used to work there before. One of the major requirements before a worker will be granted a UAE residence visa is a diploma or educational attainment certificate attested by school and different government agencies and finally attested by UAE embassy in his/her country of origin. I have been informed that the procedure for attestation in Philippines has been revised thus I tried to search the net but I wasn't able to get a clear picture and how much it would cost.

Hence, I made this post so as to help my fellow Filipinos who intend to find their place under the sun in UAE. In Philippines, we call these DFA attested documents as 'DFA red ribbon.' I am sure that many OFW, specially those who are working in the Midlle East, are familiar with this term.

A decade back, I processed the authentication of my diploma by following these steps: School - CHED/TESDA - Malacanang - DFA - UAE Embassy. At that time, Malacanang will fax your name to DFA while you need to hand carry your documents to all those mentioned government agencies. After finally receiving my DFA red ribbon diploma, I went directly to UAE embassy for the attestation and paid around 1,200 pesos, if my memory serves me right. After almost two weeks my DFA red ribbon documents was released with UAE stamp at the back of the first page. It took me almost two months to complete this requirement. Unfortunately, my previous company in UAE refused to return my attested diploma when I resigned thus I need to produce another set of attested educational certificate since I plan to work again in UAE.

The old procedure was tedious and time consuming since you need to bring your documents to all those government agencies and UAE embassy. Presently, the procedure has been simplified because you don't need to go to Malacanang anymore. Moreover, due to numerous applicants for attestation, the UAE embassy is not accepting walk-in applicants anymore.

You have to send your documents to them by DHL Express. For me, it is better this way (especially for those living outside MM) rather than waste your time and effort in locating the said embassy in the middle of Makati Business District. Trust me, you will find it inconvenient to travel in Makati city considering the one-way streets and lack of nearby parking areas.

The present procedures are as follows: 1. Recently, I asked for another set of certified true copies (CTC) of Diploma, Transcript of Records and SO (Special Order) form from my school and informed them that I would use the documents for employment abroad. I paid 50 pesos for CTC. If you are a degree holder or college graduate then you need to bring your CTC documents to CHED otherwise go to Tesda for trade/vocational and technology graduate. By the way, to avoid delay, ask your school where is the correct location of CHED/Tesda that is authorized to authenticate your CTC documents.

For Tesda/CHED, the procedure is simple. Just fill-up some personal info sheet, pay a small amount, around 50 pesos, and submit 2 passport size pictures in white background with collar.

Upon submission of all requirements, you will be given a (DFA) claim stub for your red ribbon documents. Normally, it will take around 2 weeks before you can claim your documents from DFA. Be reminded however that you need to submit a glossy type picture taken at photo studio and NOT THE PRINTED TYPE done in 5 minutes in any internet shop. A glossy photo will take around 20-30 minutes to develop and usually done in photo studio. If by chance you have submitted a printed type picture and accepted by CHED/Tesda then chances are your documents will be sent by DFA back to CHED/Tesda.

You've been forewarned. From the date of release indicated on your DFA claim stub given to you by CHED/Tesda, you have 3 months to claim your documents otherwise DFA will dispose the said documents accordingly. Upon arrival at DFA (Roxas Boulevard and NOT Macapagal Avenue where you get your passport) you will be asked to put your claim stub in a drop box and wait for your name to be called. Just follow the procedure being announced inside the DFA releasing area from time to time. You need to pay 100 pesos to the cashier before they will release your red ribbon documents.

Prepare a valid ID or make an authorization letter for your representative in case you can't claim the document yourself. I advise you to go to DFA even before it open. I arrived at around 8:30 am and noticed that more than 50 people were already in queue for the release of their documents. I received my 'DFA red ribbon' documents almost 11 am.

By the way, don't forget to bring a plastic long envelope to protect your documents from rain or else you would be forced to buy it from the street vendor for 15 pesos. Being frugal, I simply rolled my documents to protect it from slight drizzle, LOL. Upon getting hold of your DFA red ribbon documents, you need to find a DHL Worldwide Express office.

You can Google the locations of its branches. It is different from an ordinary DHL counter. I found one in Trinoma second floor near the entrance facing SM North. I paid 2,254 pesos in cash wherein 1,700 pesos was for UAE embassy attestation charge while the rest was courier charge. DHL will deliver your DFA red ribbon document direct to your mailing address once it has been attested by the embassy while a tracking number will be given to you as well so you can check the progress of your documents on their website.

As promised by DHL, it took only 7 working days for the entire process including UAE embassy attestation. Hence, my wife was surprised to receive my attested documents on the following week. I put my wife's name as authorized person to receive thus; you don't need to do this procedure by yourself, you can ask anybody to be your representative. The satellite consular offices are open from 10 a.m.

To 6 p.m, Monday to Saturday. Please don't post any questions or inquiries pertaining to authentication procedures at these satellite offices since I don't have first-hand info regarding these matters.

The fee being charged by UAE Embassy through DHL is for the attestation of the authenticity of DFA red ribbon certificate; not your docs since they will not repeat the same procedure done by DFA. In my case, DFA has attested my Diploma/TOR & S.O. I don't know whether DFA will consider your board certificate and your diploma/TOR as one set too or it will consider it (board cert) as separate doc. In case DFA will treat your board cert as separate doc then you need to submit two DFA red ribbon cert to UAE embassy for attestation; one for diploma/TOR and another for board cert.

I suggest you inquire directly to DFA office. For courier charge, better ask them if they will charge once for two sets of DFA red ribbon docs. Anyway, worst scenario is you'll pay double to the courier. Attestation of educational attainment certificate/diploma/TOR/special order is one of the requirements para mabigyan ka ng residence visa sa UAE. Kaya if I were you at pupunta ka sa Dubai to find work then mas maganda na dala mo na yung attested educational certificate mo para di kana maabala later on in case hanapin ng future employer mo.

Yung attestation ng marriage certificate naman ay kung pupunta ka sa UAE as 'dependent' ng residence visa holder like your husband or wife. I have no idea about the B.C. Kasi pag may passport ka ay it means na OK na yunf B.C.

Pwedeng bang yung red-ribboned documents na lng ang ibigay ko sa DHL for attestation sa UAE Embassy sa Pinas or mag-aapply na naman ng panibagong TOR/Diploma sa university. Andito kc ako sa Dubai, parang sobrang hirap naman kung mag-apply ulit ng fresh docs sa. At ipapakisuyo ko lng din sa kamag-anak kc di nman pwedeng umuwi ako pra kng dun.

But without the SO. Can you please advise if its still required to organize for the SO and get it red ribboned then get all these stamped in 1 go to the UAE Embassy thru DHL? My company needs to amend my post on my visa and they require my docs to be stamped by the UAE embassy wherein my mom is about to do these in manila. I wonder if in Dept. Of naturalization in DUbai also require the SO apart from my school records in order to do this thing?

If your diploma/TOR/School Certs have been certified or red ribboned by DFA then it means they are authentic whether you have SO or not because it means CHED/Tesda has certified that you have completed your studies as well.

The UAE embassy is attesting only the certificate attached to your docs issued by DFA, as far as I know. They won't repeat the same verification procedure again. Ask your representative in Phils to bring your red ribbon docs to any DHL Express office. In case of any problem, they would advise your representative.

In my case, my SO was readily available in my school when I requested for a certified true copies of my TOR hence I decided to include it also together with my Diploma. I am currently in Dubai, ung red ribbon ko po na pina process ko sa DHL eh hanggang DFA lng po, ewan ko kng anung nang yari at deniretso po nila na pinadala po sakin dito, wala pong attestation from UAE embassy in the Phil. I read alot from the net na pwede nmn po dw dito ipa attest, sa Phil. Consulate nga daw dito sa Dubai. Ok lng po bang pumunta don kahit naka Tourist visa lng po ako? Then sa araw ng pagclaim ay punta ka sa dfa para sa red ribbon. After that ay punta kana sa dhl express.

One of the requirement that might be needed to have my PR is to get a police clearance in uae. I am going to have my vacation this dec in the philippines thinking if i can process it there since uae embassy in canada is in ottawa which is very far from my place.

Handa ka dapat sa consequences ng action mo. I will tell you something that happened many years back nung nag wo-workpa ako sa Abu Dhabi. May isa kaming kasama na ibang lahi.

He submitted fake documents sa company namin for processing of working visa. Yung driver namin na Indiano ay hinuli kasama yung nag submit ng fake documents at ikinulong. Yung company driver namin ay pinalabas then yung kasama namin na ibang lahi ay kinulong for few days then pagkatapos nun ay pinadeport and black listed pa sa UAE. This event really happened swerte ka kung hindi ma-detect na peke yung red ribbon mo otherwise just prepare yourself. Sorry blogger lang ako thus I can't help you. Anonymous based on my experience, pinaphotocopy ko yung TOR at Diploma ko tapos isinubmit ko sa school ko para ipa-CTC. If you are from state university, di na dumadaan sa CHED, diretso DFA na yun pero kung hindi, medyo mahaba pa ang proseso kasi dadaan talaga sa CHED.

Since graduate ako from Batangas State University diretso DFA na ako, tip lang sa mga taga province, kumuha na lang ako ng isang agency na nagpprocess ng Red Ribbon, nagbayad na lang ako ng Php.700.00 tapos tinext na lang nila ako for pick up, nakuha ko yung document ko sa agency ko after 15 days, tandaan nyo lang po na kapag kinuha nyo yung pina-Red Ribbon nyo, may nakaattach dapat na receipt from DFA kasi kung wala di na po tinatanggap ng embassy so kahit photocopy lang e humingi po kayo ng kopya. After this, dumiretso ako sa DHL na nagooffer ng UAE Embassy authentication, nagbayad ako ng 2,254 tapos wait na lang ako ng 7 working days bago ko makuha yung docs ko. Sana nakatulong to.

Anonymous nagpunta ako sa dhl for attestation ng tatlo kong red ribbon documents, namely: birth cert, cenomar at transcript. Bale 5640 pesos lahat lahat para sa tatlo. Kaso di nila tinanggap, need pa daw kc nung resibo/OR galing sa dfa, kung wala need ko magpagawa ng tatlong affidavit of loss para dun sa nawalang resibo. Pati ung red ribboned kong NSO birth certificate ay kelangan pa daw ng municipal copy ng birth certificate ko. Tanong lang po in regards sa attestation. Nagparequest po ako sa ched ng cav ko po with my transcript and my diploma then ched advised me po na ipapadala nila po ito sa dfa for authentication and the ched representative advise me po na pumunta sa dhl and mag tanong sa kanila kung pwede nila kunin direct sa dfa. And as per advise po ng dhl pwde po at once na ok na po ang lahat eh may red ribbon ko na to once maprocess na at marerecive ko to within two weeks, how about po sa uae na embassy do i need to send it for checking na lang po? Or included na yun sa dhl? Waiting for your positive response po salamat.

I just want to ask. Is there anything that you need to provide before you can have your docs attested in UAE embassy?? I mean like any proof that you'll be soon travelling to UAE and use the docs that you want to be attested for whatever legal purposes.

I'm just curious if they allow anyone to have their docs be attested in UAE embassy without even knowing if this person can be qualified for a job in their country. Because i know in some countries like in QATAR. You need to show them your visa notice from your employer before you can have your docs attested in QATAR embassy.
